Governor's Proclamation  Governor Jennifer M. GranholmProclamation No. 2003-4
In Proclamation No. 2003-4, signed by Governor Granholm, US flags are ordered lowered to half-staff throughout the state of Michigan and to half-mast on Michigan waters whenever one of Michigan's own is killed in the line of duty.
 
Flag Facts 
  • As of August 31st, 2010, US flags in Michigan have been lowered to half staff/mast 174 times to honor Michigan soldiers killed in the line of duty during the invasion and occupation of Iraq and Afghanistan.
  • There are four holidays each year when the flag is lowered to half-staff all day: Pearl Harbor Day (Dec. 7), Peace Officers Memorial Day (May 15), Korean War Veterans Day (July 27) and Patriot Day (Sept. 11). It should be flown at half-staff until noon on Memorial Day (the last Monday in May) and then raised to its full height.
  • Flags are lowered to half-staff on official dates and locations as set-forth by a proclomation from a State Governor, the President of the United States, or the current US Flag Code.
  • Two places where the US flag is not flown at half mast/staff are in battle and on the moon.

Governor Jennifer M. Granholm ordered United States flags throughout the state of Michigan and on Michigan waters lowered for one day Tuesday, August 31, 2010, in honor of Marine Sergeant Jason D. Calo of Mancelona who died August 22 in Helmand province, Afghanistan, while supporting Operation Enduring Freedom. Flags should be returned to full-staff Wednesday, September 1. Sgt. Calo, age 23, died from injuries suffered while supporting combat operations. He was assigned to the 2nd Battalion, 6th Marine Regiment, 2nd Marine Division, II Marine Expeditionary Force, Camp Lejeune, North Carolina. Sgt. Calo’s family has requested that flags be lowered on Tuesday, August 31, the day of his funeral service at Mancelona High School, Mancelona, Michigan.

Lower Flags August 19, 2010, in Honor of Army Private First Class Bradley D. Rappuhn
Governor Jennifer M. Granholm ordered United States flags throughout the state of Michigan and on Michigan waters lowered for one day Thursday, August 19, 2010, in honor of Army Private First Class Bradley D. Rappuhn of Grand Ledge who died August 8 at Zhari Kandahar, Afghanistan, while supporting Operation Enduring Freedom. Flags should be returned to full-staff Friday, August 20. Pfc. Rappuhn, age 24, died from injuries suffered when insurgents attacked his unit using an improvised explosive device. He was assigned to the 3rd Battalion, 75th Ranger Regiment, Fort Benning, Georgia. Pfc. Rappuhn’s family has requested that flags be lowered on Thursday, August 19, the day of his funeral service at Grand Ledge High School, Grand Ledge, Michigan. Burial will follow in Fort Custer National Cemetery, Augusta, Michigan.

Miller of Traverse City who died July 19 in Helmand province, Afghanistan, while supporting Operation Enduring Freedom. Flags should be returned to full-staff Friday, July 30. Cpl. Miller, age 22, died from injuries suffered while supporting combat operations. He was assigned to the 3rd Combat Engineer Battalion, 3rd Marine Division, III Marine Expeditionary force based at Marine Corps Air Ground combat Center, Twentynine Palms, California. Cpl. Miller’s family has requested that flags be lowered on Thursday, July 29, the day of his funeral service at Lake Ann United Methodist Church, Lake Ann, Michigan. Burial will follow in Grand Traverse Memorial Gardens, Traverse City.

DeBoer who died June 25 in Helmand province, Afghanistan, while on active duty supporting Operation Enduring Freedom. Flags should be returned to full-staff Saturday, July 3. Cpl. DeBoer, age 24, died of wounds suffered while on foot patrol supporting combat operations when an improvised explosive device detonated. He was assigned to the 1st Combat Engineer Battalion, 1st Marine Division, I Marine Expeditionary Force, Camp Pendleton, California. The family of Cpl. DeBoer has requested that flags be lowered Friday, July 2, the day of his funeral service at Mayflower Congregational Church in Grand Rapids.

Johnson who died along side a fellow soldier June 16 at North Kunduz, Afghanistan, while on active duty supporting Operation Enduring Freedom. Flags should be returned to full-staff Tuesday, June 29. Specialist Johnson, age 24, died of wounds suffered when insurgents attacked his unit with an improvised explosive device. He was assigned to the 161st Engineer Support Company, 27th Engineer Battalion (Combat) (Airborne), 20th Engineer Brigade, 18th Airborne Corps, Fort Brag, North Carolina. The family of Specialist Johnson has requested that flags be lowered Monday, June 28. His funeral service is Saturday, June 26, at Central Church of the Nazarene in Flint. Burial will follow in Great Lakes National Cemetery in Holly.

Flags should be returned to full-staff Friday, June 25. First Lieutenant Gentz, age 25, died of wounds suffered in a helicopter crash while on a rescue mission in Afghanistan. He was assigned to the 58th Rescue Squadron, Nellis Air Force Base, Nevada. The family of 1st Lt. Gentz has requested that flags be lowered Thursday, June 24, the day of his funeral service at St. Paul United Church of Christ in Chelsea.

DiLisio, age 20, died May 30 of wounds suffered while supporting combat operations. He was assigned to the 1st Battalion, 6th Marine Regiment, 2nd Marine Division, II Marine Expeditionary Force, Camp Lejeune, North Carolina. Lance Cpl. DiLisio’s family has requested that flags be lowered on Monday, June 7, the day of his funeral service at St. Paul of Tarsus Catholic Church in Clinton Township. Governor Jennifer M. Granholm ordered United States flags throughout the state of Michigan and on Michigan waters lowered for one day Friday, April 30, 2010, in honor of Army Sergeant Michael K. Ingram Jr. who died in Kandahar, Afghanistan, while on active duty supporting Operation Enduring Freedom. Flags should be returned to full-staff Saturday, May 1. Sgt. Ingram, age 23, died April 17 of wounds suffered when an improvised explosive device detonated near his dismounted patrol. He was assigned to the 1st Battalion, 12th Infantry Regiment, 4th Brigade Combat Team, 4th Infantry Division, Fort Carson, Colorado. Sgt. Ingram was promoted from corporal to sergeant upon his death. He also earned a Bronze Star and a Purple Heart at the time of his death. Sgt. Ingram’s family has requested that flags be lowered on Friday, April 30, the day of his funeral service at the Stewart Road Christian Ministries in Monroe. Burial will take place in St. Joseph Cemetery, Monroe.

Governor Jennifer M. Granholm ordered United States flags throughout the state of Michigan and on Michigan waters lowered for one day Tuesday, March 23, 2010, in honor of Army Staff Sergeant Richard J. Jordan of Harrison Township who died in Mosul, Iraq, while on active duty supporting Operation Iraqi Freedom. Flags should be returned to full-staff Wednesday, March 24. Staff Sgt. Jordan, age 29, died March 16 of injuries sustained during a vehicle roll-over. He was assigned to the 1st Battalion, 36th Infantry Regiment, 1st Brigade Combat Team, 1st Armored Division, Fort Bliss, Texas. Staff Sgt. Jordan’s parents have requested that flags be lowered on Tuesday, March 23, the day of his memorial service at the Light Guard Armory in Detroit. Funeral services will be held Saturday, March 27, in Ohio where Staff Sgt. Jordan will be buried near his maternal grandfather.

Turbett of Canton who died in Helmand province, Afghanistan while on active duty supporting Operation Enduring Freedom. Flags should be returned to full-staff Tuesday, March 9. Cpl. Turbett, age 21, died February 13 while supporting combat operations. He was assigned to the 2nd Combat Engineer Battalion, 2nd Marine Division, II Marine Expeditionary Force, Camp Lejeune, North Carolina. Cpl. Turbett’s mother requested that flags be lowered on Monday, March 8, when Cpl. Turbett’s remains will leave Michigan for Tuesday burial at Arlington National Cemetery.

Foxx of Traverse City who died in Bala Murghab, Afghanistan while on active duty supporting Operation Enduring Freedom. Flags should be returned to full-staff Saturday, February 20. Sgt. Dillon, age 22, died February 5 from wounds suffered when enemy forces attacked his unit with an improvised explosive device. He was assigned to the 1st Battalion, 508th Parachute Infantry Regiment, 4th Brigade Combat Team, 82nd Airborne Division, Fort Bragg, North Carolina. A memorial service for Sgt. Foxx is scheduled for 11 a.m. Friday, February 19, at the NMC Hagerty Center in Traverse City.

Beachnaw, age 23, died from wounds suffered when enemy forces attacked his unit using small arms fire. He was assigned to the 2nd Battalion, 503rd Infantry Regiment, 173rd Airborne Brigade Combat Team, Camp Ederle, Italy. Sgt. Beachnaw had served one month of his second tour of duty in Afghanistan. Funeral services will be held 10:30 a.m. Friday, January 22, at Ada Bible Church in Ada, Michigan, with burial in South Bingham Cemetery, St. Johns, Michigan.

Frazier of St. Joseph who died November 19 in Zabul province, Afghanistan, alongside one of his comrades while on active duty supporting Operation Enduring Freedom. Flags should be returned to full-staff Tuesday, December 1. Sgt. Frazier, age 25, died from injuries suffered when a suicide car-bomber attacked his unit. He was assigned to the 782nd Brigade Support Battalion, 4th Brigade Combat Team, 82nd Airborne Division, Fort Bragg, North Carolina. Sgt. Frazier had previously served in Afghanistan from January 2007 to April 2008. Funeral services will be held 11 a.m. Monday, November 30, at Michiana Christian Embassy in Niles, Michigan, with burial in Arlington National Cemetery.

Griffin of Kincheloe who died in Kamdesh, Afghanistan, while on active duty supporting Operation Enduring Freedom. Flags should be returned to full-staff Thursday, October 15. Sgt. Griffin, age 24, died October 3 alongside seven of his comrades when enemy forces attacked their contingency outpost with small arms, rocket-propelled grenades, and indirect fires. He was assigned to the 3rd Squadron, 61st Cavalry Regiment, 4th Brigade Combat Team, 4th Infantry Division, Fort Carson, Colorado. Sergeant Griffin was posthumously upgraded from Specialist to Sergeant. Funeral services will be held October 14 at the Rudyard Area Schools gymnasium.

Andersen, age 49, died October 1 from injuries sustained when enemy forces attacked his camp using indirect fire. He was assigned to the 855th Quartermaster Company, South Bend, Indiana. Funeral services will be held October 12, with burial in Highland Cemetery, South Bend.

Castiglione of Howell who died in Helmand province, Afghanistan, while on active duty supporting Operation Enduring Freedom. Flags should be returned to full-staff Tuesday, September 22. Petty Officer Castiglione, age 21, died September 3 from injuries sustained while supporting combat operations. He served as a Navy hospitalman, the Navy equivalent of an Army medic. He was assigned to the 2nd Light Armored Reconnaissance Battalion, 2nd Marine Expeditionary Battalion.

Hario of Monroe who died August 29 in Paktika Province, Afghanistan, while on active duty supporting Operation Enduring Freedom. Flags should be returned to full-staff Thursday, September 10. Pfc. Hario, age 19, died from injuries sustained from small arms fire on August 28 while conducting combat operations. He was assigned to the 1st Battalion, 75th Ranger Regiment, Hunter Army Airfield, Georgia.

Roush of Middleville who died August 16 in Herat, Afghanistan, while on active duty supporting Operation Enduring Freedom. Flags should be returned to full-staff Wednesday, August 26. Corporal Roush, age 22, died from injuries suffered when an improvised explosive device detonated near his vehicle. He was assigned to the 1st Psychological Operations Battalion, 4th Psychological Operations Group (Airborne), Fort Bragg. N.C. Funeral services will be held at 11 a.m. Tuesday at the First Baptist Church of Middleville with burial in Mt. Hope Cemetery. Corporal Roush was the son of Robert and Donna Roush of Middleville.

Governor Jennifer M. Granholm ordered United States flags throughout the state of Michigan and on Michigan waters lowered for one day on Wednesday, July 8, 2009, in honor of Staff Sgt. Timothy A. David of Gladwin, who died June 28 in Sadr City, Iraq, while on active duty supporting Operation Iraqi Freedom. Flags should return to full-staff on Thursday, July 9. Staff Sgt. David, age 28, died from injuries sustained earlier in Baghdad, when an improvised explosive device detonated near his vehicle. He was assigned to the 2nd Battalion, 5th Cavalry Regiment, 1st Brigade Combat Team, 1st Cavalry Division, Fort Hood, Texas. This was Staff Sgt. David’s 6th tour of duty, having previously served twice in Afghanistan and was completing his 4th tour of duty in Iraq. Funeral services will be held at Beaverton High School in Beaverton, Michigan, on Wednesday with burial in St. Andrews Cemetery in Saginaw. He was the son of Michael and Linda David of Beaverton.

Lower Flags Monday, January 5, 2009, for Army Staff Sergeant Christopher G. Smith, 28 of Grand Rapids, a cannon crewmaster who was serving his second tour of duty in Iraq. He was assigned to the 3rd Battalion, 16th Field Artillery Regiment, 2nd Brigade Combat Team, 4th Infantry Division, Fort Carson, Colorado.
Lower Flags Tuesday, January 6, 2009, for Army Specialist Stephen M. Okray, 21 of St. Clair Shores, who was assigned to the 3rd Battalion, 16th Field Artillery Regiment, 2nd Brigade Combat Team, 4th Infantry Division, Fort Carson, Colorado. Flags should return to full-staff on Wednesday, January 7. Both Sgt. Smith and Spc. Okray died on December 24 from injuries sustained when the armored vehicle they were in plummeted into a canal when a bridge gave way in Baghdad.

He was temporarily forward deployed from his assignment at Naval Special Warfare Development Group, Dam Neck, Virginia.

Lower Flags September 22, 2008 for Sgt. 1st Class Gregory A. Rodriguez, 35 of Weidman, who died September 2 from wounds suffered in Ana Kalay, Afghanistan, when his mounted patrol came under small arms fire. He was assigned to the K-9 unit of the 527th Military Police Company, 709th Military Police Battalion, 18th MP Brigade, Ansbach, Germany. Flags should return to full-staff on Tuesday, September 23.

Fouty of Waterford who was previously listed as “missing-captured” while supporting Operation Iraqi Freedom. On July 10, the Armed Forces Medical Examiner positively identified human remains recovered in Iraq July 9 to be those of Specialist Fouty and another soldier who went missing May 12, 2007. Flags should return to full-staff on Wednesday, July 23. At the time of his capture, Private First Class Fouty, age 19, was part of a patrol that was ambushed by enemy forces south of Baghdad on May 12, 2007. The Army posthumously changed his rank from private first class to specialist. He was assigned to the 4th Battalion, 31st Infantry Regiment, 2nd Brigade Combat Team, 10th Mountain Division (Light Infantry), Fort Drum, New York.

McCune was assigned to the Army National Guard’s 1st Battalion, 161st Infantry Regiment, 81st Brigade Combat Team stationed in Moses Lake, Washington. He previously served with an Army Reserve unit based in Fraser for almost two years.

Pfc. Blodgett died in Abdalluyah, 45 miles north of Baghdad, when his patrol vehicle hit an improvised explosive device. He was assigned to the Army's 1st Squadron, 4th Cavalry Regiment, Schweinfurt, Germany. Pfc. Blodgett graduated from Catholic Central High School in 2001 and joined the military in May 2003. He is survived by his parents, Rita A. and Robert J. Blodgett, Jr., and brother, Matthew C. Blodgett, of Wyoming.

Hartman, 41, a driver of military vehicles with the U.S. Army Reserve 401st Transportation Company out of Battle Creek, was killed in Bayji, Iraq, when the vehicle he was driving was hit by an improvised explosive device. He had also served in the first Gulf War and had been a member of the U.S. Army Reserve for 21 years. Sgt. Hartman is survived by his wife Robbin, daughter Heather, and son Benjamin. He was a Fairgrove native and graduated from Akron-Fairgrove High School. He is also survived by a brother, Bill, of Arkansas.

Lower flags on Thursday, July 22, in honor of Specialist Craig Stuart Frank of Lincoln Park who was killed on Saturday, July 17, while on active duty in Iraq. Spc. Frank, 24, had joined Pontiac's 1776th Military Police Company in 2001, but had been sent to Iraq with the Army National Guard's 1775th Military Police Company out of Pontiac. He was killed near Baghdad when he was hit by a rocket-propelled grenade as he and fellow soldiers were guarding a convoy. His tour of duty was scheduled to officially end August 11, just five days after his 25th birthday. Spc. Frank is survived by his parents, Linda and Timothy, of Lincoln Park, and an older brother, Tim.

Lower Flags June 4, 2004 To Honor Fallen Soldier Sergeant Aaron Elandt
Governor Jennifer M. Granholm ordered that United States flags throughout the state of Michigan and on Michigan waters be lowered for one day, on Friday, June 4, 2004, in honor of Sergeant Aaron Elandt of Port Hope, Michigan, who was killed while on active duty in Iraq. Sgt. Elandt, United States Army, was a cavalry scout with the First Armored Division. He was killed on Sunday, May 30, when the Humvee he was driving struck a land mine in Musayyib, Iraq, south of Baghdad. Sgt. Elandt was 23 years old. Sgt. Elandt joined the military after graduating from Harbor Beach High School in 1999. He had been in Iraq for about 14 months.

Pledge to the Michigan State Flag
Michigan has an official pledge of allegiance to its state flag. Written by Harold G. Coburn, it was adopted as Public Act 165 of 1972.

This is the pledge:
"I pledge allegiance to the flag of Michigan, and to the state for which it stands, 2 beautiful peninsulas united by a bridge of steel, where equal opportunity and justice to all is our ideal."
